The Aggregation Challenge
Large land parcels (1 acre and above) are rare in Goa due to fragmented ownership patterns. Most large parcels need to be assembled by aggregating multiple smaller plots from different owners. This process requires patience, negotiation skill, and deep local knowledge. Expect the aggregation process to take 6-18 months, with some holdout owners demanding premium prices.
Due Diligence at Scale
Large land purchases require institutional-grade due diligence. Each component plot must be individually verified for title, zoning, and encumbrances. Boundary disputes between adjacent plots must be resolved before acquisition. Engage a surveyor to create a consolidated survey plan showing all component plots, access roads, and any encroachments. Legal costs for large transactions are higher but are essential — cutting corners on due diligence at this scale can be extremely costly.
Title Consolidation
After acquiring multiple plots, the titles need to be consolidated. This involves registering each sale deed separately and then applying for mutation of all plots in your name. The consolidated holding should be reflected accurately in the revenue records. If the land is intended for a development project, ensure all plots are contiguous and that there are no gaps or strips of land owned by third parties cutting through your holding.
Financing and Structuring
Banks are generally reluctant to finance raw land purchases, especially large parcels. Most large land acquisitions in Goa are funded through equity — either personal funds or through partnership structures. If you're purchasing for development, consider structuring the acquisition through a company or LLP for liability protection and easier future fundraising. Consult with a tax advisor on the most efficient holding structure for your specific situation.
