Can You Build on Any Land in Goa?

Zoning rules, RP-2021 zone codes, permitted uses and what stops construction on specific plots.

The Short Answer: No

Not every piece of land in Goa is buildable. Construction is governed by the Regional Plan 2021, which classifies all land into specific zones. Only land within Settlement zones (S1 and S2) permits residential construction as a matter of right. Agricultural zones, natural cover areas, forest land, and eco-sensitive zones all have significant restrictions on construction.

Understanding Zone Codes

The Regional Plan 2021 (RP-2021) assigns zone codes to every parcel: S1 (already settled areas with higher density allowance), S2 (expansion areas with moderate density), Agricultural, Industrial, and Natural Cover. Within Settlement zones, the Floor Area Ratio (FAR), ground coverage, setbacks, and maximum height are all regulated. Always verify your plot's zone code before purchasing.

What Stops Construction

Common barriers include: the land being classified as agricultural without NA conversion, location within CRZ boundaries, falling under forest department jurisdiction, paddy field designation under the Agricultural Tenancy Act, eco-sensitive zone restrictions, lack of proper access road (minimum 3m width required), and location within areas notified for government acquisition or infrastructure projects.

Getting Permission to Build

Even on buildable land, you need Development Permission from the local Planning Authority (Town and Country Planning Department or the local Panchayat for smaller projects). The application requires: a licensed architect's plan, site survey, soil test report, NOCs from various departments, and compliance with all setback and FAR norms. Approval typically takes 60-120 days if all documents are in order.
