Understanding the RP-2021
The Regional Plan 2021 (RP-2021) is the master zoning document for all of Goa, prepared by the Town and Country Planning Department. It classifies every parcel of land into specific zones that determine what can and cannot be built. The RP-2021 map is the single most important document for any property buyer in Goa — it determines whether your land is buildable, what you can build, and at what density. Familiarising yourself with this document is essential before making any purchase decision.
Zone Codes Explained
The major zone classifications: S1 (Settlement Zone 1) — existing settled areas, highest density permitted. S2 (Settlement Zone 2) — expansion areas, moderate density. AG (Agricultural) — farming and related activities, no residential construction without NA conversion. NC (Natural Cover) — forested and natural areas, severe construction restrictions. I (Industrial) — manufacturing and industrial use. EC (Eco-Sensitive) — environmentally protected areas, very limited activity permitted.
How to Read the Map
The RP-2021 map uses colour codes for different zones: yellow/orange for Settlement areas, green for Agricultural and Natural Cover, purple for Industrial, and blue for water bodies and CRZ areas. You can access the map at the TCP Department office in Panaji or through the department's online portal. To find your specific plot, you'll need the survey number and village name. The TCP office can provide an official zone certificate for any specific property.
What Zoning Means for Buyers
Zoning directly impacts: buildability (can you construct on this land?), property value (Settlement zone land is significantly more valuable than Agricultural zone land), loan eligibility (banks prefer Settlement zone properties), and development potential (FAR and coverage limits vary by zone). Never purchase property without confirming its zone classification. Zone changes through government notifications can increase or decrease a plot's value dramatically — but betting on future zone changes is highly speculative and not recommended.
